State Board of Education adopted the current version of OAC rule
3301-35-15 in June 2015. The Ohio Department of Education is in the
process of revising and updating the current rule. View the proposed

3301-35-15, titled “Standards for the implementation of positive
behavior intervention supports and the use of restraint and seclusion,”
is proposed for amendment. This rule is being amended due to the
five-year rule review process and changes in state law. It addresses the
requirements and training of positive behavioral interventions and
supports (PBIS) and the use of restraint and seclusion pursuant to Ohio
Revised Code 3319.237 and 3319.46. New paragraphs have been added to
provide for additional definitions, professional development
requirements for the implementation of positive behavioral interventions
and supports, to account for students with multiple incidents of
restraint and/or seclusion, and to provide a restraint and seclusion
complaint process for parents who believe a school district has violated
certain provisions of the rule.
